What is a Catastrophic Health Plan?

  • A qualified health plan under the ACA with higher deductible and coverage

  • Must cover Essential Health Benefits and preventive care

  • Lower premiums, higher out-of-pocket responsibility


Who can enroll in a Catastrophic Plan?

Eligible groups

  • Under age 30

  • Over age 30 with hardship or affordability exemption


Catastrophic Plan Coverage & Structure

  • Covers all 10 ACA Essential Health Benefits (EHBs)

  • Includes preventive services at no cost

  • High deductibles (2026 is approximately $10,600 individual)

  • Primary care visits covered partially before deductible

  • Generally not eligible for premium subsidies
