Who is required to complete Marketplace registration and training?

All agents and brokers must complete Marketplace registration and training through the Centers for Medicare & Medicaid Services (CMS) before selling ACA Marketplace plans. The steps and time required depend on whether you completed Marketplace training for the previous plan year.


What is the difference between new and returning agent training?

Agents and brokers who did not complete Marketplace registration and training for the previous plan year — including both new agents and returning agents who let their training lapse — must complete the full Marketplace training for the current plan year.

Returning agents and brokers who completed training for the previous plan year are eligible for a shorter path. Returning agents are automatically enrolled in the Marketplace Training for Returning Agents and Brokers, which takes approximately 60 minutes and consists of one required training module and one required exam.


Where is Marketplace training available?

Marketplace training is available through the CMS Enterprise Portal at portal.cms.gov. Training may also be available through CMS-approved vendors. Visit the registration and training webpage on the Agent and Broker Resources website for a current list of approved vendors.


I am a new agent and do not have a CMS Enterprise Portal account. What do I do first?

Before completing training, new agents must set up a CMS Enterprise Portal account and agent/broker profile. Complete these steps in order:

  1. Create a CMS Enterprise Portal account at portal.cms.gov and set up a Multi-Factor Authentication (MFA) device.

  2. Request the Agent Broker Training Access role.

  3. Complete remote identity proofing through the Identity Management (IDM) system.

  4. Complete your agent/broker profile on the Marketplace Learning Management System (MLMS) via the CMS Enterprise Portal.

Once these steps are complete, follow the registration and training steps below.


What are the steps to complete Marketplace registration and training?

All agents and brokers — whether completing full training or returning-agent training — follow these steps:

  1. Log in to the CMS Enterprise Portal. New agents must set up an MFA device; returning agents should set up or update their MFA device.

  2. Update your information on your MLMS agent/broker profile.

  3. Complete the Marketplace training requirement on the MLMS via the CMS Enterprise Portal or through a CMS-approved vendor.

  4. Read and accept the applicable Marketplace Agreement(s).

  5. Print your Registration Completion Certificate.

  6. Seven to ten business days after completing training, confirm that your National Producer Number (NPN) appears on the Registration Completion List (RCL) and is marked "Valid" in the current year column, verified against the National Insurance Producer Registry (NIPR).


How do I know my training is complete and my NPN is active?

Seven to ten business days after completing training, check that your NPN appears on the Registration Completion List (RCL) and is marked "Valid" in the current year column. The RCL is verified against the National Insurance Producer Registry (NIPR). You cannot sell Marketplace plans until your NPN shows as valid on the RCL.


How do I avoid creating a duplicate CMS Enterprise Portal account?

If you already have a CMS Enterprise Portal account, do not create a new one. Creating a duplicate account can cause issues with your registration status and compensation eligibility.
