New Agent's Guide to Registration and Training for 2026

Step-by-step guide for new agents and brokers who need to complete full Individual Marketplace registration and training for Plan Year 2026 via the CMS Enterprise Portal and MLMS.

Overview

This guide is for new agents and brokers who did not complete Plan Year 2025 registration and training and are required to take the full Individual Marketplace training for Plan Year 2026. Follow all seven steps below in order to complete your registration and receive your certificate.

Important: You may never share your credentials, passwords, or multifactor authentication (MFA) details with others. You are the only one who should be using your FFM User ID.


Step 1 — Create an Account on the CMS Enterprise Portal

  1. Navigate to the CMS Enterprise Portal and select New User Registration.

  2. Under the Select an Application drop-down menu, choose Federally Facilitated Marketplace (FFM) / Request for Marketplace Learning Management System (MLMS) Training Access.

  3. Complete the steps as prompted to create your account.

  4. You will receive a confirmation email at the address listed in your account once your account is successfully created.

Note: If you already have a CMS Enterprise Portal account, do not create a new one. Creating a duplicate account can cause issues with your registration status and compensation eligibility.


Step 2 — Request the FFM Agent Broker Role

  1. Log in to the CMS Enterprise Portal and on the My Portal page, click the Add Application button to access the Application Catalog.

  2. Enter "Fed" or "Fe" into the Access Catalog search bar and select Federally Facilitated Marketplace (FFM) / Request for MLMS Training Access. Click Next.

  3. Select the Agent Broker Training Access role from the drop-down menu and click Next.


Step 3 — Complete Remote Identity Proofing

  1. After requesting the Agent Broker Training Access role, you will be prompted to complete identity proofing.

  2. Read the instructions and click Next to begin the identity verification process.

  3. Enter and confirm your information, then answer the identity verification questions.

  4. Log out and log back in to the CMS Enterprise Portal to complete the process.

Note: If your information cannot be verified electronically, the CMS Enterprise Portal will provide a phone number and code to confirm your identity directly with Experian, CMS' identity proofing vendor. If you have completed identity proofing in the past, you will not need to complete it again.


Step 4 — Complete Your MLMS Profile

  1. Log in to the CMS Enterprise Portal.

  2. Click the Marketplace Training – Agent Broker tile and select the MLMS Training link.

  3. Enter all applicable information in your MLMS profile. Fields will be customized based on your selected user role.

  4. Select one of the following roles: Agent Broker or Not an Agent Broker.

  5. Once you have verified and saved your role and contact information, click Save/Update, then Next to complete your profile.

Important – NPN Accuracy: Enter your National Producer Number (NPN) correctly. NPN numbers are unique for Individual, Business, and Web-Based Entity profiles. An inaccurate Individual NPN or copying an Individual NPN into Business/Web-Based Entity fields may result in denial of compensation or credit from issuers.

Your MLMS profile information will be used to populate Find Local Help and Help On Demand so consumers, small employers, and small business employees can find you for assistance.


Step 5 — Complete Training Through the MLMS or an HHS-Approved Vendor

You have two options to complete your required training:

Option A — MLMS (CMS Training System)

  1. On the CMS Enterprise Portal, click the Marketplace Training – Agent Broker tile and select the MLMS Training link.

  2. Follow steps 1–3 on the MLMS Landing page to enroll in and complete the training curriculum of your choice: Individual Marketplace, Small Business Health Options Program (SHOP), or both.

Option B — HHS-Approved Vendor (HealthSherpa or INSXCloud)

  1. Access vendor training only through the CMS Enterprise Portal — you cannot go directly to the vendor's website.

  2. Select the Access Training link for the vendor; the CMS Enterprise Portal will redirect you to their website.

  3. Once training is complete through the vendor, you will be directed to log back in to the CMS Enterprise Portal to complete registration, including signing the applicable Marketplace Agreement(s) on the MLMS.


Step 6 — Execute the Applicable Agreement(s) on the MLMS

  1. After updating your profile and completing training, launch, read, and click I Agree for all applicable Agreement(s) on the MLMS.


Step 7 — Confirm Registration Status and Print Your Certificate

  1. After executing the Agreement(s), confirm your registration status on the Agent and Broker Marketplace Registration Tracker page.

  2. Confirm that your information appears on the Agent and Broker FFM Registration Completion List (RCL).

  3. To print your certificate, navigate to Your Transcript from the MLMS Landing page, find your completed course, and select View Certificate(s).

Timing to note:

  • Your information may take 1–2 business days to appear on the Registration Tracker and the RCL.

  • It may take up to 3 business days to appear on Find Local Help.

  • If your NPN does not appear on the RCL for Plan Year 2026, email [email protected] for assistance.
